Callander council receives Integrity Commissioner’s report involving two former members
Callander’s Integrity Commissioner has determined the conduct of two former council members constitutes workplace harassment.
Former Mayor Robb Noon and councillor Irene Smit resigned in December.
The report states the commissioner investigated allegations of workplace harassment within the meaning of the Occupational Health and Safety Act.

“The evidence established patterns of conduct occurring over a period of time, rather than isolated incidents, which affected workplace interactions and the municipal working environment,” states the report. “These patterns included repeated confrontational or adversarial exchanges, persistent questioning or commentary directed toward staff that, on some occasions, extended beyond the scope of routine governance oversight, and communication characterized by tone, frequency, or intensity that was disproportionate to the subject matter being addressed.”
As both former council members have resigned, the commissioner recommends no further penalty or remedial action is necessary.
