North Bay Police Service Swears in Two Accomplished and Experienced Officers
The North Bay Police Service (NBPS) is pleased to announce the swearing-in of two experienced officers on December 1, 2025
Cst. Elizabeth Bell, returning to NBPS, and Cst. Charles Goulard, both bring extensive experience and strong ties to the community.
"Swearing in Cst. Bell and Cst. Goulard represents a significant addition to our service. Both bring extensive experience and a deep connection to our community," says Acting Deputy Chief Warner. "Experienced officers play a vital role alongside our new recruits, enhancing our operational capacity and helping us maintain the highest standards of policing. We are proud to welcome them to our team.”
Cst. Goulard began his policing career with the West Nipissing Police Service and later joined the Anishinabek Police Service. He brings lots of experience, having served in uniform patrol and specialized roles while taking on leadership and training responsibilities. He has completed a wide range of specialized courses, including investigative techniques, officer supervision, interview strategies, and gang and firearms awareness, and is certified to operate advanced breath-testing equipment.
Constable Bell served with NBPS from 2011 to 2016 before joining the Ottawa Police Service, where she gained experience in patrol, crime scene work, specialized response teams, and youth mental health. She returns to NBPS bringing additional credentials, experience, and a strong connection to the North Bay community.
The NBPS welcomes Cst. Bell and Cst. Goulard and looks forward to their continued contributions to community safety here in North Bay.
