Integrity Commissioner’s report coming to council Tuesday
The City of North Bay’s Integrity Commissioner has ruled councillor Jamie Lowery did not contravene section 13.1 of the Code of Conduct involving a motion last September.
The ruling and report comes after a complaint from the Cassellholme Board of Management about a council discussion and vote on Sept. 2, 2025, regarding a motion involving Cassellholme and Castle Arms.

Integrity Commissioner Guy Giorno’s report says Lowery, who is a former CEO of Cassellholme and current Executive Director at Castle Arms, did not have a pecuniary interest in the motion and did not contravene the code.

The cost to the city was just shy of $19,500.
A staff report says $75,000 is budgeted each year for investigations made by the Integrity Commissioner.
